I am inclined to think that he ought not to be retained in the public service.
The Shroff deserves a censure for the way in which he keeps his Cash book.
A. Brown and V. A. Sales (both employed in the Registry as Assistant Bailiff and Clerk respectively) are not free from blame for not reporting the omission of the name to the Registrar. The coolie, of course, was wrong in delaying the posting of the list, but as he received his orders from A. S. Rahman, who is a clerk to the Registrar, he may very likely have thought (as he states) that he was only obeying the orders of the Registrar.
